Assuming pokemon are classified as animals and are granted compatible rights, they wouldn’t be able to consent.
I don’t think you can answer this question for Pokemon in general, I think it would be species specific.
Meowth is clearly of human intelligence, for example. Hell, he’s smarter than Jessie & James.
Then you have the extreme end, where Alakazam has an IQ of 5000. We’re basically ants to them.
Not to mention pretty much every psychic pokemon in the anime can have proper conversations with humans using telepathy.
But does intelligence grant them human rights? Since we still regard intelligent animals as animals.
There isn’t any animal that is even remotely comparable in intelligence to what we see Pokemon capable of, so it’s not really fair to make that comparison.
Dolphins and Chimpanzees are widely considered the next most intelligent species after us, but they’re still far below us. You can teach a Chimp basic sign language, but you still can’t have a proper conversation with them, let alone come up with complex plans with them.
By comparison, Meowth is not only capable of all that, he’s better at it than J&J; iirc, most of their plans that almost succeeded were his ideas. Plus he’s extremely capable at subterfuge, considering he once successfully convinced Ash & Co. that he was done with Team Rocket and gained their trust, only for it to be yet another scheme. Not to mention his ability to operate highly complex machinery.
And mind you, there’s zero indication that Team Rocket’s Meowth is any more intelligent than any other Meowth, he’s just vastly more ambitious. They very clearly show that his more human like tendencies are a conscious choice, not something inherent to him. Other Meowths could learn English, they just choose not to(and at least one thinks TR Meowth is weird for doing so).
Since even the smartest Pokémon is one pokeball away from a life of permanent servitude and poke-battle, I’m going to say that their poke-rights situation isn’t great.

If you’re being serious, the comic My Mate is really quite good (assuming you’re into gay furries). It’s about a budding relationship between a fox named Farin and a dragon named Sekk’ral, and the trials and tribulations of an interspecies relationship, Farin being taught his whole life that dragons are ruthless killers and his reaction when he meets one that really is as kind as he first appears, keeping their relationship secret from the fox tribe, Sekk’ral’s duties as the prince of the dragon kingdom (which he does not want to perform), and many other dragons in that kingdom who are exactly as ruthless as Farin has been told and will stop at nothing to ensure Sekk’ral’s arranged marriage goes through. Most of the time, though, it’s really quite wholesome.
If Pokémon strike your fancy, Blazing a Trail is also quite plot heavy (while containing significantly more sex scenes). It’s about a budding young trainer and her Fennekin, who is initially frustrated with how little progress she’s making in terms of battle ability despite her trainer’s encouraging, judgement-free attitude, until one day she gets dropped off at the daycare and … discovers exactly what Pokémon do there that causes them to level up so quickly, and how much she likes doing it. This one is a lot… heavier than My Mate, and in the later chapters deals with themes of sexual assault. At one point, while the trainer is eating dinner, one of the Pokémon belonging to a gym leader they’ve been stuck on for ages sneaks up to the Fennekin (unbeknownst to her trainer) and offers to throw the match in exchange for… letting him have his way with her. She tries to refuse, is quickly overpowered, and is rescued in the nick of time by another Pokémon she’d met earlier.
